If you are talking about a line from the girth that runs between the front legs up to a nose band, they are used for a number of reasons. I have also heard of these called head checks.
.
Some people use them simply to keep their horse's head down at the desired position because they may have a tendency to throw their head. But if you are playing a sport like polocross or doing break away roping, you have to have one on your horse regardless of if they need it or not. It's used to make sure the horses head is kept down during their work.

Tie downs can be dangerous as the horse uses his head to balance himself. If the horse is compromised and stumbles and cannot regain his balance with free head movement, the chances of a fall are multipied. A running martingale is safer, and much kinder, if you have a horse who raises his head.
Plus, imagine the force on the gums from the bit with a tie down on! Head tossers are usually complaining about the hands on the reins and maybe they also need a dentist. Softly, softly!

A tie down sounds a bit cruel.

Yes - i use a running martingale sometimes for my horse.
Never heard of a tie down :-l

Just thought I would point out that Isabella Wolf has a tie down on the horse she is riding in the polo lessons. Have a look. It's not attached to the bit (and they never are) and don't add pressure on the mouth. There are two kinds that I have seen - one that places pressure on the nose (like the one Isabella is using) and one that places pressure on the pole (these are often referred to as bonnets).

It depends on the sport being played or the problem the rider is trying to correct as to which kind of tie down is used. The one over the nose is the most common.

Note how loose the tie down is on Isabella's horse. They are typically very loose and only come into effect if the horse puts his head right up real high. Like everything, they are only bad if they are used incorrectly.
